Triclopyr, formerly only available as a brush killer but now available to control weeds, is probably the best herbicide for killing creeping Charlie, according to Cooperative Extension specialists. The paint they use lasts and I would have this done professionally rather than try to do it myself. Use a 3 way herbicide with AMS and NIS and add Triclopyr if you want.
